SUBATRA is implementing a structured ICT capacity-building track designed to enhance the technical and operational competencies of partner institutions in managing and sustaining ICT-enabled systems and solutions. The Capacity Building Specialist will support the design and facilitation of practical, context-responsive ICT training modules aligned with UNOPS standards, government digitalization priorities, and BARMM institutional mandates. This is a retainer position providing technical expertise on an intermittent and/or as-needed basis.

Established in 2016, UNOPS Philippines supports the government and development partners in advancing sustainable development through services including sustainable procurement, project and grant management, infrastructure, and logistical support. UNOPS projects in the Philippines focus on key areas such as governance, justice, health, and infrastructure, with a strong emphasis on capacity building, community resilience, and accelerating progress toward the Sustainable Development Goals (SDGs).
Role Purpose
To design and deliver high-quality ICT capacity-building sessions that strengthen the technical and operational competencies of BARMM partner institutions in ICT systems planning, implementation, management, and oversight. The role will focus on enhancing institutional capacities to support sustainable, secure, efficient, and accountable ICT operations and digital transformation initiatives across BARMM institutions.
Functions / Key Results Expected
Reporting to the Senior Project Manager, the incumbent will be responsible for:
Training Design and Curriculum Development Develop structured ICT capacity-building modules tailored to BARMM institutions. Align training content with UNOPS ICT implementation standards and SUBATRA operational approaches. Develop practical training materials covering ICT systems management, digital governance, cybersecurity awareness, data management, ICT operations, and systems sustainability. Integrate practical tools, templates, exercises, and real case examples from BARMM ICT initiatives and systems implementations. Ensure alignment with government ICT policies, standards, and digital transformation priorities. Technical Delivery and Facilitation Lead technical sessions related to ICT systems planning, implementation, operations, maintenance, and oversight. Deliver practical and context-responsive discussions that strengthen participants’ understanding of ICT governance structures, systems administration responsibilities, coordination mechanisms, operational risks, and compliance requirements. Facilitate discussions on ICT operational sustainability, systems utilization, user adoption, cybersecurity awareness, and data protection principles. Ensure that all sessions emphasize practical application, accountability, operational continuity, and institutional sustainability. Institutional Strengthening Provide guidance on strengthening institutional ICT governance and operational coordination mechanisms. Support participants in identifying operational gaps related to ICT systems management, maintenance, documentation, and user support processes. Promote practical approaches to strengthening ICT accountability, systems documentation, knowledge management, and reporting mechanisms. Support institutional readiness for sustaining ICT systems and digital platforms implemented under the programme. Knowledge Products and Reporting Develop ICT training materials, handouts, guides, and reference tools. Conduct pre- and post-training assessments to evaluate participant learning and training effectiveness. Prepare a final workshop report summarizing key outputs, participant feedback, lessons learned, and recommendations for follow-up ICT capacity development initiatives. Provide recommendations for phased ICT institutional strengthening and sustainability support beyond the training activities.
Education Requirements
Required
Bachelor’s degree (or equivalent) in Information Technology, Computer Science, Information Systems, Computer Engineering, ICT Management, or other disciplines, with (7) years of relevant experience is required ORMaster’s degree (or equivalent) in Information Technology, Information Systems, Digital Transformation, Public Administration, or other disciplines with 5 years of relevant experience is required.
Desired
Relevant professional certifications or formal training in ICT systems management, cybersecurity, digital governance, project management, or related ICT disciplines is an advantage.

Relevant experience is work in ICT systems management, digital transformation initiatives, ICT operations, systems implementation, or related technical fields. Demonstrated experience in facilitating workshops, trainings, or technical sessions related to ICT systems, digital governance, or ICT operations. Practical experience in ICT project implementation, systems administration, ICT operational support, digital systems rollout, or related ICT functions. Experience working with government institutions, development partners, or multi-stakeholder environments.

Experience working in BARMM or other fragile / transition contexts Familiarity with donor-funded ICT or digital transformation projects Exposure to UNOPS or similar international ICT project management and quality assurance standards Experience supporting institutional ICT strengthening, systems sustainability, or user adoption initiatives. Familiarity with cybersecurity awareness, ICT governance, or data protection principles is an asset.
